Question:Which pollutant-discharging entities are included in the pollutant discharge permit management?
Answer:1. Article 2 of the Regulations on the Administration of Pollutant Discharge Permits stipulates: Enterprises, public institutions, and other producers and operators (hereinafter referred to as pollutant-discharging entities) that are subject to pollutant discharge permit management in accordance with the law shall apply for and obtain pollutant discharge permits in accordance with these Regulations; those that have not obtained pollutant discharge permits shall not discharge pollutants. Pollutant-discharging entities shall be subject to classified management of pollutant discharge permits based on factors such as the amount of pollutants generated, the amount discharged, and the extent of impact on the environment:
(1) Pollutant-discharging entities that generate or discharge a relatively large amount of pollutants or have a relatively significant impact on the environment shall be subject to key management of pollutant discharge permits;
(2) Pollutant-discharging entities that generate or discharge a small amount of pollutants and have a small impact on the environment shall be subject to simplified management of pollutant discharge permits. The scope of pollutant-discharging entities subject to pollutant discharge permit management, the implementation steps, and the catalog of management categories shall be formulated by the competent ecological and environmental department of the State Council and submitted to the State Council for approval before being announced and implemented.
2. Article 24 of the Regulations on the Administration of Pollutant Discharge Permits stipulates: Enterprises, public institutions, and other producers and operators that generate and discharge a very small amount of pollutants and have a very small impact on the environment shall fill in pollutant discharge registration forms and do not need to apply for and obtain pollutant discharge permits. The catalog of the scope of enterprises, public institutions, and other producers and operators that need to fill in pollutant discharge registration forms shall be formulated and announced by the competent ecological and environmental department of the State Council.
