To implement the Provincial Party Committee and Provincial Government's "Implementation Plan for Writing a New Chapter of Beautiful Hainan and Establishing a Model for Beautiful China", and to advance the construction of a "Waste-Free Island" in accordance with Hainan's actual conditions, the "Hainan Province Work Plan for Deepening Waste-Free Island Construction (2025-2030)" has been formulated. The plan has been approved by the Leading Group and is now issued to you for diligent implementation.

Hainan province has deepened its work plan for promoting the construction of a "waste-free island"
(2025-2030)
In order to implement the plan of "writing a new chapter of beautiful Hainan and striving to be a demonstration model of beautiful China" issued by the provincial Party committee and the provincial government, and deepen the construction of "waste-free island", this work plan is formulated.
I. General requirements
Guided by Xi Jinping's Ecological Civilization Thought, we will fully implement the important speeches and instructions of General Secretary Xi Jinping on Hainan's ecological conservation work, as well as the spirit of the 8th Provincial Party Congress. We will earnestly implement the "2+N" landmark project deployment for the National Ecological Civilization Pilot Zone, progressively advance the "Waste-Free Island" initiative, develop a green low-carbon circular economy, promote coordinated carbon reduction and pollution control, and contribute to building a beautiful Hainan by setting baseline standards, highlighting exemplary achievements, and making substantial contributions.
By 2030, four prefecture-level cities and Changjiang Li Autonomous County will advance according to national "waste-free city" construction requirements, establishing exemplary models. Other counties and cities will implement waste management in a tiered approach across categories and sectors, forming a "waste-free island" development framework. The province will maintain continuous declines in solid waste generation intensity, with significant improvements in resource utilization efficiency for household waste, construction debris, and industrial solid waste. The proportion of hazardous waste landfills will stabilize or decrease, creating a series of distinctive practice models showcasing Hainan's unique characteristics.
II. Main tasks
(1) Strengthen top-level design and promote the construction of "waste-free island" step by step
1. Implement localized, tiered advancement strategies. Prefecture-level cities shall advance the national "Waste-Free City" initiative comprehensively across all categories and regions, while other prefecture-level cities and counties shall adopt phased implementation based on specific sectors and classifications. Eastern regions should prioritize domestic waste management and construction debris control, focusing on classified processing, recycling of household solid waste (including municipal solid waste and renewable resources), and comprehensive utilization of construction waste. Western regions shall concentrate on industrial waste management and construction debris control, emphasizing disposal of industrial solid waste and hazardous materials, environmental supervision, and recycling of construction waste. Central regions should focus on agricultural and forestry sectors, prioritizing resource recovery of agricultural films and straw waste. Coastal areas must address plastic pollution through regular marine debris cleanup operations. (Local governments at all levels shall be responsible for implementation, with corresponding departments including the Provincial Department of Ecology and Environment, Department of Housing and Urban-Rural Development, Department of Agriculture and Rural Affairs, Department of Commerce, Department of Industry and Information Technology, and Health Commission fulfilling their respective duties.)
2. Improve the management system framework. Formulate the "Several Provisions on Solid Waste Pollution Prevention and Control in Hainan Province". Establish and improve the solid waste information statistics system, clarify the scope, criteria, and methods for various types of solid waste statistics, develop and dynamically update the solid waste inventory, and promote data sharing of solid waste. (To be implemented by municipal and county governments; relevant departments including the Provincial Department of Ecology and Environment, Provincial Department of Housing and Urban-Rural Development, Provincial Department of Agriculture and Rural Affairs, Provincial Department of Commerce, Provincial Health Commission, and Provincial Water Resources Department shall fulfill their respective responsibilities)
3. Establish a comprehensive target responsibility system. Develop an evaluation framework for "zero-waste city" construction that measures progress in managing household waste, construction debris, recyclable resources, agricultural and forestry solid waste, hazardous materials, and plastic pollution. This will clarify responsibilities for municipal governments and relevant departments. Conduct regular assessments of the initiative's implementation. (Local governments at all levels are responsible for execution, with coordinated efforts led by the Provincial Department of Ecology and Environment)
(2) Implement household garbage classification and treatment to improve quality and efficiency
4. Promote Green and Low-Carbon Living. Drive green and low-carbon development in tourism, catering, convention and exhibition services, while advocating for eco-friendly consumption, sustainable transportation, green postal services, and the "Clean Plate Campaign" to guide consumers toward greener lifestyles. By 2030, over 95% of business outlets will be equipped with recycling facilities for packaging waste from express delivery services. (To be implemented by municipal and county governments; the Provincial Department of Tourism, Culture, Radio, Television and Sports, Commerce Department, Market Supervision Administration, and Postal Administration will fulfill their respective responsibilities.)
5. Enhance the Quality and Efficiency of Waste Sorting. Improve the household waste classification management system, phase out outdated sanitation facilities, and achieve full coverage of waste sorting facilities (including pavilions) in administrative villages to boost the effectiveness of waste classification efforts. By 2030, the resource utilization rate of urban household waste will reach 65%. (To be implemented by municipal and county governments, with coordinated efforts led by the Provincial Department of Housing and Urban-Rural Development)
6. Enhance End-of-line Waste Disposal Capacity. Cities and counties including Sanya, Wenchang, and Dongfang shall expedite the construction of municipal solid waste incineration facilities. Strengthen the planning and implementation of green sorting centers to ensure comprehensive collection of low-value recyclable resources. Encourage local governments to develop treatment projects for bulky waste, garden waste, and fecal sludge. Implement remediation measures for existing landfill sites and stockpiles, with strict compliance in managing landfill gas and leachate. Strengthen regional coordination and peak-shaving scheduling mechanisms, ensuring standardized operation of waste disposal facilities during tourist seasons through proactive inventory management. (3) Strengthen the whole chain management of construction waste and promote its full utilization
7. Promote source reduction in the construction industry. Vigorously develop green buildings and prefabricated structures suitable for tropical island climates, while promoting modular interior finishing systems. Fully implement the requirement for construction companies to prepare and submit construction waste disposal plans. Continuously advance initiatives to reduce construction waste in engineering projects. (To be implemented by municipal and county governments; coordinated by the Provincial Department of Housing and Urban-Rural Development)
8. Establish a comprehensive management system for construction waste. Improve the collection and transportation network, promote scheduled removal models like "no littering" for renovation waste, accelerate the development of construction waste transfer stations, disposal facilities, and resource recovery infrastructure, expand the use of recycled construction materials, fully implement electronic manifest management, enhance digital supervision throughout the waste lifecycle, and strengthen interdepartmental coordination with intensified joint enforcement. By 2027, all cities and counties should achieve disposal capacities matching their construction waste generation volumes. By 2030, the province aims to reach an 85% comprehensive utilization rate of construction waste. (4) Improve the renewable resources recycling system and smooth the recycling
9. Improve the renewable resource recycling system. Coordinate the integration of household waste sorting and recycling networks to enhance low-value recyclables recovery. Accelerate the development of a three-tier recycling system, adopting innovative models like "Internet+" recycling and mobile collection systems that use vehicles instead of warehouses. Support qualified cities like Haikou, Sanya, Tunchang, and Wenchang in establishing renewable resource recycling industrial parks. Sanya will expedite its efforts to become a demonstration city for circular utilization systems. Implement extended producer responsibility (EPR) systems focusing on electronics, automotive products, and other key sectors. By 2030, the three-tier recycling network will be fully established, with a 15% increase in recycling volume compared to 2025 levels. (Local governments at all levels are responsible for implementation, with the Provincial Department of Commerce, Provincial Supply and Marketing Cooperative, Provincial Department of Housing and Urban-Rural Development, and Provincial Development and Reform Commission fulfilling their respective duties.)
10. Facilitate second-hand goods circulation channels. Support cities like Haikou and Tunchang in establishing centralized and standardized flea markets. Regulate second-hand commodity transactions by encouraging malls and communities to set up dedicated trading venues and organize regular trade events. Develop third-party evaluation agencies for second-hand goods to track the flow of discarded household appliances. (Local governments at all levels are responsible for implementation, with the Provincial Department of Commerce coordinating overall efforts and the Provincial Market Supervision Administration providing support according to their respective duties)
11. Standardize the management of renewable resource recycling. Conduct special campaigns to strengthen daily management of environmental risk prevention for recycling enterprises. Formulate and dynamically update directories of recycling enterprises and outlets, along with industry development guidelines. Improve unified recycling platforms for public institutions' obsolete goods, promoting the reuse of office equipment and furniture through "public warehouse" systems via exchanges and allocations. (To be implemented by municipal and county governments; coordinated by the Provincial Department of Commerce; supported by the Provincial Supply and Marketing Cooperative, Provincial Market Supervision Administration, Provincial Government Affairs Bureau, and Provincial Ecology and Environment Department according to their respective responsibilities)
(5) Improve the collection and storage of agricultural and forestry solid waste and promote the level of utilization
12. Enhance comprehensive utilization of agricultural and forestry biomass. Promote integrated crop-livestock systems and develop ecological circular models, implementing straw utilization as fertilizer or feed according to local conditions. Optimize the industrial layout of agricultural and forestry biomass energy, developing diversified applications such as combined heat and power (CHP) systems, biomass fuels, and bio-based new materials. By 2030, the comprehensive utilization rate of major crop straw will be stabilized at over 88%. (To be implemented by municipal and county governments; the Provincial Department of Agriculture and Rural Affairs and the Provincial Development and Reform Commission will be responsible according to their respective duties)
13. Enhance the recycling of agricultural input waste. Continue to promote the reduction and efficiency of chemical pesticides and fertilizers, as well as the wider use of thickened plastic mulch films. Standardize the use of veterinary and fishery drugs, and implement a reduction initiative for veterinary antibiotics. Conduct on-site monitoring at designated sites for tracking plastic mulch film residues in farmland, while optimizing the recycling system for agricultural films and pesticide bottles through "household-level decentralized collection, township-level centralized storage and transportation, and enterprise-level recycling and disposal." By 2030, the recovery rate of discarded agricultural films will remain above 85%, and the recovery rate of pesticide packaging waste will reach 90%. 14. Enhance the resource utilization of livestock and poultry manure. Encourage county-wide implementation of integrated resource utilization systems, requiring large-scale farms to install standardized manure treatment facilities. Promote centralized processing centers in areas with high-density smallholder farming, aiming to eliminate random disposal of farm waste. By 2030, all large-scale farms in the province will achieve 100% facility coverage for manure treatment systems, maintaining a stable resource utilization rate above 90%. (6) Strengthen the management of industrial solid waste and enhance the capacity for treatment
15. Promote source reduction of industrial solid waste. Western cities and counties will focus on green and low-carbon transformation of traditional industries. Implement clean production and drive circular economy upgrades in key industrial parks. Establish a distinctive green product design and manufacturing system in Hainan, vigorously create green factories, "zero-carbon" demonstration plants, and zero-carbon industrial parks, while comprehensively advancing green mining initiatives. By 2027,40 green factories will be established, with the proportion of green industries further increased. (To be implemented by municipal and county governments; the Provincial Department of Industry and Information Technology, Development and Reform Commission, Department of Natural Resources and Planning, Department of Ecology and Environment, and Forestry Bureau shall be responsible according to their respective duties)
16. Enhance comprehensive utilization of industrial solid waste. Prioritize the recycling of iron tailings, white clay, and other industrial byproducts lacking valuable components. Implement co-processing of industrial solid waste through municipal solid waste incineration facilities and industrial kilns. Establish the Changjiang Bulk Solid Waste Comprehensive Utilization Base and Yangpu Economic Development Zone Industrial Solid Waste Recycling Center. By the end of 2027, achieve 80% new industrial solid waste utilization rate. (Local governments at all levels are responsible for implementation, with coordinated efforts led by the Provincial Department of Industry and Information Technology. The Provincial Department of Ecology and Environment, Development and Reform Commission, and Housing and Urban-Rural Development Department will provide support according to their respective mandates.)
17. Standardize the storage and disposal of industrial solid waste. Municipal and county governments shall formulate pollution prevention plans for industrial solid waste, supervise enterprises generating such waste to obtain emission permits as required, and maintain electronic management records for industrial solid waste. Strengthen standardized management of industrial solid waste storage facilities by implementing anti-seepage, rainproof, and dust-proof measures. Complete investigations and remediation of major industrial solid waste stockpiles. Establish a classified and tiered environmental supervision mechanism with dynamic adjustments for tailings ponds, reinforcing corporate responsibility for environmental risk control. By the end of 2027, enterprises generating over 1,000 tons of industrial solid waste annually must achieve 100% compliance in electronic record-keeping. (To be implemented by municipal and county governments; coordinated by the Provincial Department of Ecology and Environment)
(7) Make solid progress in controlling plastic pollution and coordinate land and sea efforts
18. Consolidate and expand achievements in plastic ban implementation. Conduct regular joint law enforcement inspections at ports and docks, intensify patrols on major e-commerce platforms, and effectively curb the entry of prohibited plastic products into the island. Strengthen comprehensive supervision in key industries and venues to enhance public control effectiveness, while rigorously cracking down on illegal production, transportation, storage, sales, and usage of banned plastic products. (To be implemented by municipal and county governments; the Provincial Department of Ecology and Environment, Department of Commerce, Department of Transportation, and Market Supervision Administration shall fulfill their respective responsibilities)
19. Standardize the recycling and disposal of plastic waste. Promote the reduction of single-use plastic products. Urge and guide business operators to regularly report usage and recycling data of disposable plastics, ensuring compliance with reduction plans. Implement green conference practices in the exhibition industry to minimize plastic consumption, aiming for 60% recyclable material utilization in exhibition stands. Explore establishing an extended producer responsibility system for plastic packaging to improve management frameworks. Prioritize addressing plastic pollution in high-energy-consuming and high-emission industrial zones, urban-rural fringe areas, and other regions. In conjunction with resource recycling industry reforms, focus on enhancing the standardization, centralization, and industrialization of plastic waste treatment facilities. (To be implemented by municipal and county governments; the Provincial Department of Commerce, Department of Housing and Urban-Rural Development, Development and Reform Commission, and Department of Industry and Information Technology shall fulfill their respective responsibilities)
20. Coordinated Land-Sea Governance of Marine Debris. Establish and implement a comprehensive system for monitoring, intercepting, collecting, salvaging, transporting, and processing marine debris. Vigorously advance the "Marine Sanitation" initiative, with coastal cities and counties establishing regular management mechanisms. Deepen the "Four Clearances" campaign in rivers, lakes, and reservoirs, while ensuring environmental hygiene at shorelines managed by aquaculture farms, hotels, and homestays to reduce waste discharge into waterways. Enhance garbage collection at ports and improve coordinated pollution control across the "ship-port-city" chain. Implement centralized disposal of obsolete foam floats and fishing gear on shore. Promote the Changhua model of "vessel-led debris collection". By 2030, achieve significant reduction in marine debris density in bays and maintain routine cleanliness standards. (Local governments at all levels responsible for implementation; Provincial Department of Ecology and Environment leads coordination; Provincial Departments of Housing and Urban-Rural Development, Agriculture and Rural Affairs, Transportation, Water Resources, and Hainan Maritime Safety Bureau provide support as appropriate)
(8) Prevent and defuse potential environmental risks and build a safety baseline
21. Enhance hazardous waste collection and disposal capabilities. Promote professionalized hazardous waste collection, transportation, and storage by advancing the Haikou National Hi-Tech Zone Solid Waste Collection and Transfer Center project. Optimize collection services for small and micro enterprises and social sources of hazardous waste, including waste mineral oil, spent lead-acid batteries, and laboratory waste. Accelerate the construction of Changjiang hazardous waste disposal facilities and cement kiln co-disposal projects for fly ash. Municipalities with insufficient fly ash landfill capacity, including Haikou, Dongfang, and Sanya, should prioritize resource utilization of fly ash to gradually reduce reliance on landfill disposal. Advance standardized "Five-in-One" hazardous waste management systems, with relevant departments achieving full-process digital supervision coverage. (Implementation responsibility: Municipal and county governments; Provincial Department of Ecology and Environment leads coordination; Provincial Department of Housing and Urban-Rural Development provides support per mandate)
22. Enhance medical waste collection and disposal capabilities. Continuously improve the graded and categorized medical waste collection system, establishing practical waste management mechanisms in remote rural areas and islands. Strengthen recycling of medical plastics, glass bottles, and other recyclables at healthcare institutions. Lead by example in implementing full-process digital supervision for medical waste management in secondary hospitals and above. (To be implemented by municipal and county governments; the Provincial Department of Ecology and Environment, Health Commission, and Commerce Department shall fulfill their respective responsibilities)
23. Proper Utilization and Disposal of Municipal Sludge. Improve the census and documentation of sewage sludge treatment facilities. All cities and counties shall track and record the flow direction, usage, and quantity of sludge to ensure harmless treatment and resource utilization. Accelerate the addressing of sludge treatment facility shortages, enhance the efficiency of existing facilities, and eliminate simple landfilling and temporary stockpiling. (To be implemented by municipal and county people's governments; coordinated by the Provincial Water Resources Department)
24. Strengthen environmental supervision of the "new three categories" of solid waste. Conduct a comprehensive survey on the generation and recycling of waste power batteries, photovoltaic modules, and wind turbine blades. Promote orderly post-retirement recycling and cascaded utilization of photovoltaic modules, turbine blades, and power batteries. Establish and improve the responsibility mechanism for handling decommissioned equipment in wind and solar power enterprises, while exploring multi-channel recycling pathways. (To be implemented by municipal and county governments; the Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Commerce, and Provincial Department of Ecology and Environment shall fulfill their respective responsibilities)
25. Prevent and control ecological risks in emerging industries of the Free Trade Port. Implement the "Several Provisions on Environmental Safety Access Management for Inbound Goods in Hainan Free Trade Port" to prohibit foreign waste from entering the territory. Strengthen environmental supervision over bonded testing, maintenance, and remanufacturing operations, while ensuring proper disposal of solid waste from scraps, obsolete components, damaged parts, and illegally imported solid waste. (To be implemented by municipal and county governments; the Provincial Department of Ecology and Environment, Provincial Department of Commerce, and Haikou Customs shall fulfill their respective responsibilities)
(9) Establish and improve regulatory systems and mechanisms to develop a circular economy
26. Strengthen law enforcement and regulatory oversight. Enhance cross-departmental coordination and information sharing to broaden channels for identifying environmental pollution clues, thereby improving the detection and collaborative disposal capabilities for solid waste-related environmental issues. In accordance with the deployment requirements of the National Special Campaign Plan for Illegal Solid Waste Dumping and Disposal (2025-2027), a province-wide special campaign will be launched to address illegal dumping and disposal of solid waste. This includes comprehensive inspections and proper rectification of hazardous waste, industrial solid waste, construction debris, as well as unauthorized dismantling and disposal of scrapped motor vehicles, discarded electrical/electronic products, retired new energy equipment, and decommissioned power batteries. Authorities will conduct inspections, remediation, and regulatory guidance for solid waste storage, utilization, and disposal facilities, while continuously strengthening ecological environmental protection supervision and law enforcement capabilities. By the end of 2027, illegal solid waste dumping will be effectively controlled with the establishment of a long-term management mechanism. (To be implemented by municipal and county governments; coordinated by the Provincial Department of Ecology and Environment; with cooperation from the Provincial Department of Agriculture and Rural Affairs, Department of Housing and Urban-Rural Development, Department of Industry and Information Technology, and Department of Commerce according to their respective responsibilities)
27. Enhance digital empowerment for regulatory applications. Strengthen the application of technologies such as IoT, big data, remote sensing, and AI to establish a "Waste-Free Island" integrated regulatory platform that integrates provincial/municipal/county coordination, interdepartmental collaboration, and enterprise/social participation. Develop a smart regulatory system for pollution prevention throughout the entire process of solid waste generation, collection, transportation, utilization, and disposal. By 2030, a smart integrated regulatory platform will be completed, achieving a unified information network for "Waste-Free Island" construction. (To be implemented by municipal and county governments; coordinated by the Provincial Department of Ecology and Environment; with respective responsibilities assigned to the Provincial Department of Industry and Information Technology, Provincial Department of Housing and Urban-Rural Development, Provincial Department of Commerce, Provincial Department of Water Resources, Provincial Department of Agriculture and Rural Affairs, Provincial Health Commission, Provincial Department of Transportation, and Hainan Maritime Safety Administration according to their duties)
28. Strengthen fiscal, tax, and financial support. Integrate environmental governance funds to encourage eligible projects to apply for central budgetary investment support. Fully utilize policies such as energy conservation, emission reduction, and technical upgrade subsidies. Ensure funding for "zero-waste island" construction while supporting environmental infrastructure improvements and circular economy projects like solid waste recycling. Local governments should refine household and construction waste disposal fee systems, implement resource utilization tax incentives, and encourage financial institutions to increase green credit through government-backed financing guarantees, fee reductions, risk compensation mechanisms, and asset-light investment strategies. (Local governments are responsible for implementation; the Provincial Development and Reform Commission, Department of Industry and Information Technology, Department of Finance, Taxation Bureau, Housing and Urban-Rural Development Department, Ecology and Environment Department, and People's Bank of China Hainan Branch will fulfill their respective duties.)
29. Cultivate a circular economy industrial ecosystem. Encourage relevant departments to issue guiding policies for solid waste treatment industries, supporting the development of leading enterprises that meet industry standards or self-regulation conventions. Promote carbon footprint accounting and certification among comprehensive solid waste utilization enterprises, and facilitate eligible projects to participate in carbon market transactions. (To be implemented by municipal and county governments; the Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, and Provincial Department of Ecology and Environment shall fulfill their respective responsibilities)
(10) Implement a nationwide action on "zero waste" and promote joint construction and sharing
30. Extensively promote the development of "zero-waste cells". Establish guidelines for zero-waste cell construction, advancing distinctive initiatives such as zero-waste factories, supermarkets, hotels, and scenic areas to cultivate a culture of zero-waste practices. Implement dynamic management of these cells. Municipal and county industry authorities shall conduct annual surveys of zero-waste cells by year-end, with aggregated data reported to provincial ecological environment departments for record-keeping. By 2030, a batch of replicable and scalable model cases will be developed. 31. Enhance the promotion of "Waste-Free Island" initiatives. Integrate waste-free culture into tourism industry development by incorporating waste-free city construction publicity into standardized promotional systems, leveraging tourism-oriented communication channels to reach travelers. Utilize international environmental days and World Waste Day to widely promote waste-free concepts and exemplary cases. Organize beach cleanup, marine conservation, and island protection campaigns through volunteer organizations and public engagement initiatives. (To be implemented by municipal and county governments; the Provincial Department of Ecology and Environment and the Provincial Department of Tourism, Culture, Radio, Television and Sports shall fulfill their respective responsibilities)
32. Deepen international exchanges and cooperation in "zero-waste city" development. Proactively align with global regulations and resources by participating in overseas training programs for zero-waste city initiatives. Strengthen collaboration with the Belt and Road and key international regions on critical global issues including circular economy, plastic pollution control, and pollution reduction and carbon mitigation. (To be implemented by municipal and county governments, with coordinated efforts led by the Provincial Department of Ecology and Environment)
III. Safeguard measures
(1) Strengthening overall planning and coordination
Relying on the construction of Hainan Provincial National Ecological Civilization Pilot Zone and the leading group for ecological environment protection supervision, the cities and counties involved in the construction of "waste-free island" should coordinate and promote the work by improving working mechanisms, clarifying responsibility lists and refining objectives and tasks, so as to form a working pattern of respective responsibilities and joint management.
