Response to environmental emergencies in Hainan Province in 2024
In 2024, the Provincial Department of Ecology and Environment received and handled two general environmental emergencies, and no major environmental emergencies occurred.
1.At 16:14 on August 16,2024, the Sanya Municipal Ecology and Environment Bureau received reports from local residents about oil-contaminated wastewater flowing into farmland and the Damao River. Investigation revealed that Hainan Xinjincheng Construction Decoration Engineering Co., Ltd. had illegally discharged three truckloads (totaling 15 cubic meters) of oily wastewater through domestic sewage outlets. The stormwater overflow caused sudden environmental pollution affecting both farmland and the river. Following the incident, the Hainan Provincial Department of Ecology and Environment coordinated with the Sanya municipal government and relevant authorities to address the situation, promptly initiating soil remediation efforts. The accident resulted in direct economic losses amounting to 980,000 yuan.
2.On October 11, 2024, a vehicle (license plate number: Qiong A1E787) of Qionghai Hongrun Gas Co., Ltd. was transporting 3 tons of 7% ammonia water to Qiongzhong County. At 15:15 on October 11, 2024, the vehicle rolled over on the Wanyang Expressway in the direction from Wanning to Huishan (about 5 kilometers from the Huishan Exit). The driver and the escort on the vehicle suffered minor skin injuries. The tank of the vehicle carrying ammonia water ruptured, causing a leak of 3 tons of ammonia water. The leaked ammonia water flowed along the expressway side ditch into an unnamed ditch within the boundary of Nanjie Village, Huishan Town, Qionghai City, and merged into the Jiuqu River after flowing about 5 kilometers, resulting in a secondary sudden environmental incident. After the incident, through the joint disposal by the Provincial Department of Ecology and Environment and Qionghai City, the sudden environmental incident caused no casualties or property losses, and the water environment in the middle and lower reaches of the Jiuqu River basin and the national control sections was not affected.
