Answer:Article 6 of the Regulations on the Administration of Pollutant Discharge Permits stipulates that: Pollutant-discharging entities shall apply to the ecological and environmental departments of local people's governments at or above the municipal level with districts (hereinafter referred to as the examination and approval departments) where their production and operation premises are located for obtaining pollutant discharge permits. If a pollutant-discharging entity has two or more production and operation premises discharging pollutants, it shall apply for pollutant discharge permits separately for each production and operation premise.
Article 5 of the Hainan Provincial Regulations on the Administration of Pollutant Discharge Permits stipulates that: The ecological and environmental departments of people's governments at or above the county level shall be responsible for the organization, implementation, supervision and administration of pollutant discharge permit work within their respective administrative regions. The specific examination and approval authority shall be separately prescribed by the provincial people's government's ecological and environmental department.

The current division of responsibilities for hierarchical permit issuance is as follows: The Hainan Provincial Department of Ecology and Environment shall be responsible for issuing permits to pollutant-discharging entities in the following industries (excluding Haikou City, Sanya City, and Yangpu Economic Development Zone): Refined Petroleum Product Manufacturing (251), Basic Chemical Raw Material Manufacturing (261), Synthetic Material Manufacturing (265), Steel Rolling Processing (313), Precious Metal Smelting (322), Thermal Power Generation (4411, using coal as fuel), Biomass Power Generation (4417), and Environmental Remediation (772). The ecological and environmental bureaus (or administrative examination and approval bureaus) of all cities and counties shall be responsible for issuing permits to pollutant-discharging entities in other industries.
